A "living war memorial" that was proposed on the old Dundee Golf Course was thought to be the first important step in the beautification of the Omaha of tomorrow. "Living memorials" were popular in city planning and beautification during the 1940s. Little children to whom war and sacrifice mean nothing could appreciate the beauty of a living, growing memorial with trees, shrubbery, and flowers. Memorial Park was to be a park of shrubs, trees, and flowers, not statues. The focal point would be on the knoll in the center where an open court structure would house the honor roll of Omaha's servicemen and women. The 65-acre shrine in the nature of a park with interlacing drives and lush with shrubbery and flowers were offered and accepted by the City Council to become a living memorial to Douglas County men and women in the armed services.
